La permanencia y la graduación de la educación básica oficial impartida en Colombia es un tema de política pública educativa que abarca el ejercicio del derecho y las externalidades generadas por la formación de capital humano altamente calificado en una sociedad de bajos ingresos. Así, el objetivo de este trabajo fue analizar la elasticidad de la oferta de educación básica oficial mediante una revisión sistemática de términos relacionados con elasticidad oferta-demanda, bajo la premisa de que es un servicio gratuito; el (...) resultado determinó que la oferta es sensible al presupuesto, así como al número de docentes que atienden el servicio educativo, pero no evidencia relación con mejora en la calidad educativa. The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. El estudio de los "cardinales grandes" es uno de los principales temas de investigación de la teoría de conjuntos y de la teoría de modelos que ha contribuido con el desarrollo de dichas disciplinas. Existe una gran variedad de tales cardinales, por ejemplo cardinales inaccesibles, débilmente compactos, Ramsey, medibles, supercompactos, etc. Tres valiosos teoremas clásicos sobre cardinales medibles son los siguientes: (i) compacidad débil, (ii) Si κ es un cardinal medible, entonces κ es un cardinal inaccesible y existen κ cardinales (...) inaccesibles menores que κ , y (iii) Si existe un cardinal medible, entonces el axioma de constructibilidad (V=L) es falso. El objetivo de este artículo es presentar una demostración de cada uno de estos tres teoremas en el contexto de la teoría de modelos usando ideas del texto de Chang y Keisler (Model Theory). Tales demostraciones tienen en común el uso del método de construcción de modelos llamado ultraproductos, de lógicas infinitarias o fragmentos de la lógica de segundo orden, y del axioma de elección. Given a graph G, we say that a subset D of the vertex set V is a dominating set if it is near all the vertices, in that every vertex outside of D is adjacent to a vertex in D. A domatic k-partition of G is a partition of V into k dominating sets. In this paper, we will consider issues of computability related to domatic partitions of computable graphs. Our investigation will center on answering two types of questions for (...) the case when k = 3. First, if domatic 3-partitions exist in a computable graph, how complicated can they be? Second, a decision problem: given a graph, how difficult is it to decide whether it has a domatic 3-partition? We will completely classify this decision problem for highly computable graphs, locally finite computable graphs, and computable graphs in general. Specifically, we show the decision problems for these kinds of graphs to be ${\Pi^{0}_{1}}$ -, ${\Pi^{0}_{2}}$ -, and ${\Sigma^{1}_{1}}$ -complete, respectively. (shrink)

Solomon IN DEFENSE OF SENTIMENTALITY "A sentimentalist is simply one who desires to have the luxury of an emotion without paying for it." —Oscar Wilde, De Profundis. 66TA That's Wrong with Sentimentality?"1 That tide of Mark JefV V ferson's 1983 Mindessay already indicates a great deal notonly about the gist of his article but about a century-old prejudice that has been devastating to ethics and literature (...) alike. According to that prejudice, it goes without saying that there is something wrong with it, even if it is difficult to put one's finger on it. To be called "sentimental" is to be ridiculed, or dismissed. Sentimentality is a weakness, it suggests hypocrisy. Or, perhaps it is the fact that sentimental people are so... so embarrassing. (How awkward it is talking or sitting next to someone weeping or gushing, when one is dry-eyed and somber.) Or, perhaps it is the well-confirmed fact that sentimentalists have such poor taste, and sentimental literature is, above all, literature that is cheap, superficial, and manipulative—in other words, verbal kitsch. Such mawkish literature jerks tears from otherwise sensible readers, and sentimentalists are those who actually enjoy that humiliating experience. Perhaps that is why Oscar Wilde thought that sentimentalists were really cynics ("Sentimentality is merely the bank holiday of cynicism").2 Or, perhaps what bothers us is what bothered Michael Tanner, that sentimental people indulge themselves in their feelings instead of doing what should be done.3 It is often said that the problem is that sentimentality and sentimental literature alike give us a false view of the world, distort our thinking and substitute a "saccharine" portrait of the world in place ofwhat we all know to be the horrible realities. Moreover, as Jefferson more than merely suggests, the "simple-minded sympathies " ofsentimentality might actually promote fascism and racism. Mary Midgley similarly suggests that sentimentality leads to brutality.4 But Philosophy and Literature, © 1990, 14: 304-323 Robert C. Solomon305 even where sentimentality is a harmless diversion—a Daphne du Maurier novel on a sad Saturday afternoon—it seems to be all but agreed that sentimentality is no virtue even ifit is not, like cruelty and hypocrisy, intrinsically vicious. Something is wrong with sentimentality; the only question is, what is it that is wrong? In this essay, I will argue that there is nothing wrong with sentimentality. Of course, like any quasi-ethical category, it admits of unwarranted excesses and hypocritical abuses, and is prone to various pathological distortions. But the prejudice against sentimentality, I want to argue, is ill-founded and in fact is an extension ofthat all-too-familiar contempt for the passions in Western literature and philosophy. Our disdain for sentimentality is the rationalist's discomfort with any display of emotion, warranted as well as unwarranted, appropriate as well as inappropriate. It is as ifthe very word, "sentimentality," has been loaded with the connotations of "too much"—too much feeling and too litde common sense and rationality, as if these were opposed instead of mutually supportive. It is as if sentimentality and its sentiments are never warranted and always inappropriate. The word has come to be used as the name of a deficiency or a weakness if not, as some critics have written, a malaise. But I take sentimentality to be nothing more nor less than the "appeal to tender feelings," and though one can manipulate and abuse such feelings (including one's own), and though they can on occasion be misdirected or excessive, there is nothing wrong with them as such and hence nothing (in that respect) wrong with literature that provokes us, that "moves" us, to abstract affection or weeping. Sentimentality implies no deficiency in one's rational faculties and does not imply any inappropriateness, unwillingness, or lack of readiness to act. Sentimentality does not involve any distortion of the world and it does not impede but rather prepares and motivates us to react in "the real world." It is not an escape from reality or responsibility, but, quite to the contrary, provides the precondition for ethical engagement rather than an obstacle to it. Drawing on detailed German panel data, we find that gifts and inheritances substantially increase households’ private pension savings in accounts which are costly or impossible to withdraw prematurely. Back-of-the-envelope calculations suggest that the average difference in bequest-induced private pension savings between heirs and non-heirs accrues to more than 40,000 euros at retirement, and that it would take an average non-heir household roughly 14 years to match this gap. The sizable difference in private pension savings between heirs and non-heirs persists when (...) we take into account other investments of heirs and non-heirs potentially intended to provide for old age. Our evidence supports the impact of gifts and inheritances on inequality in retirement wealth highlighted in recent research on intergenerational justice. Resumen: El presente trabajo explora el estatuto del arte en la filosofía de Spinoza, en el marco de la inversión copernicana que da origen a la estética y del barroco holandés. Si bien el pensamiento spinozista se inscribe en la conversión antropológica, en donde lo bello resulta ser un efecto en el sujeto y no una cualidad de los objetos, su comprensión del arte es inasimilable a la “estética” como ámbito diferenciado y autónomo que se consolida en el siglo XVIII, (...) y más bien concibe el arte integrado a la vida y a la experiencia común -a la vez que, en cuanto praxis de origen corporal al alcance de cualquiera, presenta puntos de contacto con las vanguardias históricas del siglo XX-. Spinoza, según se propone en este texto, concibe la producción de “obras de arte” menos como un hecho estético que como una actividad corporal éticamente orientada a la vida buena.: The present work explores the status of art in the philosophy of Spinoza, within the framework of the Copernican revolution that gives rise to aesthetics and the Dutch Baroque. Although the Spinozist thought is inscribed in the anthropological conversion by virtue of which beauty turns out to be an effect on the subject and not a property of objects, its understanding of art is unassimilable to "aesthetics" as a differentiated and autonomous area that it was consolidated in the eighteenth century, and rather conceived art integrated to life and common experience -at the same time, as praxis of bodily origin within the reach of anyone, presents points of contact with the historical avant-gardes of the twentieth century-. 1. La concepción materialista de la historia.

This article deals with cultural theory in the version of Thompson, Ellis and Wildavsky. Cultural theory is important for research in the area of political and policy science because this theory has the pretension of pinning down endogenous preference formation. Using Durkheim's dimensions, ‘social integration’ and ‘regulation of the actions of individuals’, cultural theory distinguishes five ways of life or cultures, namely individualism, hierarchy, egalitarianism, fatalism and autonomy. The statement that there are only five ways of life is, however, the (...) result of a selective interpretation of the dimension, ‘regulation of the actions of individuals’. A broad perspective on this dimension — including the ‘horizontal’ aspects of human relations — will lead to the conclusion that there is a sixth culture existent that has been neglected by current cultural theory. This sixth culture is essentially ‘mutualism-driven’. In this mutualist way of life, people hold highly specialized positions and are closely associated. The production of goods and services within this culture is based on cooperation and mutual adjustment. Power is widely spread, but not because equal rights and duties are considered a good thing. Knowledge and skills are primary in mutualist settings, and power follows knowledge and skills. (shrink)

En este trabajo se discute la interpretación de Isaiah Berlin de la filosofía política fichteana en términos de un organicismo. Esta interpretación muestra que las libertades individuales juegan un rol fundamental en la educación de los ciudadanos futuros en tanto que ésta es una tarea realizada por los padres y no por el Estado. Sin embargo, Fichte no defiende una idea de la libertad individual como no-interferencia, aun cuando las similitudes entre su teoría y la de Humboldt sugieran lo contrario. (...) Del mismo modo, Fichte no defendió tampoco la idea de la libertad como no-dominación, como revela la comparación con la teoría de Philip Pettit. Por el contrario, Fichte sostuvo que la educación de los futuros ciudadanos tiene sentido únicamente cuando las libertades individuales son consideradas como inextricablemente unidas con la propiedad. This paper discusses Isaiah Berlin’s interpretation of Fichtean political philosophy in terms of organicism. It shows that individual liberties play a fundamental role in the education of future citizens as a task performed by parents, not the state. However, Fichte did not defend an idea of individual liberty or non-interference, even if similarities between his theory and Humboldt’s suggest the contrary. At the same time, Fichte also did not espouse the idea of freedom as non-domination, as a comparison with Philip Pettit’s theory reveals. By contrast, Fichte posited that the education of future citizens makes sense only if individual liberties are considered inextricably linked to property. (shrink)

La filosofía del deporte, al igual que la pedagogía, la historia y otros estudios humanísticos alrededor del fenómeno deportivo, ha permanecido tradicionalmente en un segundo plano en facultades e instituciones educativas, incluso en aquellas cuyo fin es, precisamente, comprender adecuadamente cómo y por qué jugamos del modo que lo hacemos y con qué finalidades (Kretchmar, 2005). En una reciente editorial de la revista Sport, Ethics and Philosophy, Michael McNamee (2015) hace un repaso de la actualidad, exponiendo cómo a pesar de (...) que la disciplina no para de crecer y ganar protagonismo, sobre todo en el ámbito editorial, no acaba de hacerse el hueco pertinente en la academia. The ambiguous-cue task is composed of two-choice simultaneous discriminations involving three stimuli: positive (P), ambiguous (A) and negative (N). Two different trial types are presented: PA and NA. The ambiguous cue (A) served as an S- in PA trials, but as an S+ in NA trials. When using this procedure, it is typical to observe a less accurate performance in PA trials than in NA trials. This is called the ambiguous-cue effect. Recently, it was reported in starlings that the ambiguous-cue (...) effect decreases when the stimuli are presented on an angled (120°) panel. The hypothesis is that the angled panel facilitates that the two cues from each discrimination are perceived as a compound, precluding value transfer via a second-order conditioning mechanism. In this experiment, we used pigeons and a flat panel. Nevertheless, our data were quite similar to the previous data in starlings. We conclude that the form of the panel cannot explain the ambiguous-cue effect. Several alternatives to be explored in future experiments are suggested. The riddle of the ambiguous-cue problem still remains unsolved. (shrink)
